The Council adopts a strategic approach to affordable housing delivery and management. The documents included on this page set out the Council's various strategies relating to affordable housing and meeting housing need.
In October 2019 the Council adopted a new Affordable Housing Strategy (63 MB). The purpose of the strategy is 'to provide more affordable homes, ensuring they are the righthomes in the right places for those in need of affordable housing.'
The strategy includes three key objectives:
Below these objectives there are a number of actions aimed at providing more specific information on how the objectives will be delivered.
The approach to affordable housing delivery should also be considered alongside the Council's adopted Local Plan and relevant Supplementary Planning Document, which outline the requirements for affordable housing on development proposals.

First Homes is a new type of affordable home ownership. First Homes is designed to help first time buyers who wish to get onto the property ladder but are unable to afford a home at full market value. A First Home must be offered at a minimum of 30% discount on the market price.
Fareham Borough Council's Interim First Homes policy (182 KB) sets out the council's approach to First Homes, including eligibility.
As a new product, it may be that First Homes aren't available in the borough until approximately 2023/2024.

In March 2021 the Council adopted the Fareham Housing Regeneration Strategy . (216 KB)This strategy provides information on the factors that the Council will consider when identifying and progressing regeneration and redevelopment opportunities for existing Council homes. Individual site specific appendices will be produced when projects are identified.
Fareham Borough Council's current Allocations Policy (470 KB) sets out how properties are allocated and the criteria for applying for the Council's Housing Register.
In order to bring legislation all together, continue the delivery of affordable housing and provide transparency on how the Council sets rent for its properties, the Housing Department has produced a Social Housing Rents Policy . (97 KB).
The Fareham Housing Greener Policy (126 KB) is a document which was adopted by the Council on 16th December 2019. The policy provides clarity on how Fareham Housing (the housing department of Fareham Borough Council) will make a contribution to mitigating the effects of climate change and undertake preparations in anticipation of new legislation. It sets out a series of principles to provide a framework to guide users through the measures Fareham Housing is committed to. Although the policy is not a development plan document, it is an adopted policy document of the Council and is a measure to help address climate change in relation to the Council's own housing stock.
The strategy sets out our key priorities and the actions we will take, in partnership with key partners, to prevent homelessness and rough sleeping across our Borough over the next 3 years.
The strategy will be kept under review and the delivery plan will be updated yearly to enable a flexible approach to any emerging trends or legislative changes, and a new strategy will be produced in 2025.
The Localism Act 2011 introduced a new legal requirement for all Local Housing Authorities in England to publish a Tenancy Strategy (1 MB) setting out the matters to which registered affordable housing providers are to have regard in forming policies relating to the management of the tenancies they grant.
